Salary: 40 000 - 45 000 based on experience

Position Purpose Context and Profile  

The Green Building Council of South Africa (GBCSA) is seeking a Technical Manager to oversee the implementation and management of the EDGE (Excellence in Design for Greater Efficiencies) residential green building certification system.   

The Technical Manager position is a senior position, requiring a dynamic, skilled individual with experience in the design, construction and development of residential buildings in South Africa. The Technical Manager will work with GBCSA staff, sub-committees, consultants and partners to implement, manage and grow EDGE green building certification in South Africa.    

The position will be based in Cape Town. This is a contract position  

Minimum Qualifications Required  

  • Tertiary qualification in engineering / architecture / project management / technical qualification related to the design/construction/development of new buildings or major refurbishments  
  • Min 5 years of experience in the property development sector, including on projects which have achieved a recognised green building certification.   

 Principal Duties and Responsibilities of the role:

EDGE Rating Tool

  • Oversee the implementation and ongoing operations of the EDGE rating tool and certification process
  • Manage ongoing technical projects including updates to the EDGE online tool in partnership with the IFC.  
  • Answering of technical queries to registered projects, as well as other stakeholders
  • Research, document and communicate EDGE compliance requirements
  • Oversee all parts of the rating tool certification process, including project registration, submission, assessment and appeals.
  • Identify and manage improvements and updates required to the EDGE certification process including the ‘certification engine’ used by the GBCSA for the certification process.
  • Initially the EDGE Technical Manager will be responsible for the detailed review of every project submission in order to ensure that projects meet the EDGE compliance criteria. Once the EDGE programme matures and EDGE Accredited Professionals are consistently submitting projects which meet the compliance criteria a quality assurance model will be implemented. The EDGE Technical Manager will be responsible for the implementation and management of the quality assurance process.
  • Mentor and grow the GBCSA technical team in their ability to support EDGE certification. Initially the EDGE Technical Manager will be responsible for multiple functions within the scope of technical management of the EDGE system. Additional technical staff will only be appointed to as the EDGE programme matures to fund such additional appointments.
  • Manage the selection and training of case managers who will, in future, be responsible for project registration, submission and quality assurance.
  • Preparation for external audits by IFC to be carried out in accordance with the agreement between IFC and GBCSA.
  • Report to the Chief Technical Officer, Board of Directors and the Board-level Technical Steering Committee on technical issues and projects where approval is needed, including the preparation of board papers and updates  

Education 

  • Initially the technical manager will be responsible for the development and implementation of the EDGE training programme, under the guidance of the GBCSA Education Manager  
  • The EDGE training programme will consist of: - Tailoring and developing the IFC’s global training material package into a regionally appropriate format to educate the public, members and all stakeholders on the EDGE rating tool and the certification process. (one day face-to-face training workshop) - Align the EDGE training programme with relevant GBCSA activities - Teach and facilitate face-to-face EDGE and Green Star SA related courses   

Marketing, Promotion & Liaison 

  • Represent the GBCSA at public forums on the rating tool and other GBCSA activities
  • Manage relationships with EDGE developers (IFC) and EDGE partners and stakeholders where relevant
  • Contribute to GBCSA communication initiatives (website content, project fact sheets, case studies, newsletters, press releases, press interviews etc)  

General

  • Identify staffing requirements, assist with the definition of roles and appointment of EDGE technical support staff.
  • Manage key projects (non-rating tool related) from time to time
  • Contribute towards the continued improvement of the GBCSA’s online certification platform on which the rating tools operate
  • Reports to Chief Technical Officer (currently this position is held by Manfred Braune) 

Performance Indicators  

The GBCSA has developed an implementation strategy which informs many of the performance indicators on an annual basis. The performance indicators will consist of:  

  • Number of projects registered and certified under the EDGE rating tool
  • Number of Accredited Professionals (active and dormant)
  • Growth of income and profit from certifications
  • Development of staff (technical and certifications team)  
  • Amount and quality of board reports
  • Amount and quality of contribution to GBCSA communication initiatives (website content, project fact sheets, case studies, newsletters etc)
  • GBCSA team player
  • Effectively manage projects assigned from time to time   

Knowledge, Skills and Abilities Required  

  • Experience, and a working and technical knowledge of residential property development, design, construction and operation of buildings
  • Experience and working knowledge of green building certification systems applied on projects in South Africa and / or other countries
  • Management skills to develop and manage a small team
  • Dynamic and adaptable to change, and team player
  • Good presentation skills
  • Excellent communication and interpersonal skills
  • Excellent writing skills and ability to clearly and concisely explain technical issues in lay person’s terms
  • Strong organizational and project management skills and attention to detail
  • Skills in running task-focused groups / committees
  • Ability to work as a key member of a small team
  • High proficiency in Microsoft Excel, Word and Powerpoint 

BACKGROUND ON THE GBCSA AND EDGE  

The GBCSA is an independent, membership-based, non-profit organisation backed by over 1000 organisational members including many of the biggest names in the South African property industry.   

The main functions of the GBCSA are to:  

1. Promote and raise awareness of green building in the property sector,  2. Make knowledge and resources available to assist those that want to implement green building,  3. Provide green building education, and 4. Develop and operate green building rating systems for South Africa.   

The GBCSA has partnered with the IFC, allowing the GBCSA to offer certification via the EDGE residential tool in South Africa. The GBCSA has also sought local partnerships on this initiative, which will help ensure greater adoption of the tool in the residential sector.  

The EDGE green building certification system  

EDGE is a green building certification system for emerging markets created by IFC, a member of the World Bank Group. EDGE is a global tool which has been calibrated for the South African market and will be launched by GBCSA in the residential sector and will initially target new build projects in the GAP, middle and high income sectors.  For an overview of EDGE, please access the following link: http://www.ifc.org/edge   

The GBCSA currently operates a lean and dynamic business model and a great deal of GBCSA work is carried out by volunteer committees/working groups or paid consultants, where necessary. The GBCSA team manages and coordinates these committees/working groups and consultants. In addition to this the GBCSA anticipates sharing support services between the Green Star SA and EDGE rating systems and as a result there is a strong Project Management component to much of the work of the GBCSA.
