The City of Joburg Property Company (Pty) Ltd has packaged Property Development Projects for the next three years with a construction value of over R20 billion and Capital Raisers are invited to raise part or all property finance for these projects. As it is the requirement of the City of Joburg Property Company (Pty) Ltd that there is substantial participation of BBBEE in its projects,this is an initiative to assist especially the new entrants and BBBEE participation in this capital intensive sector.

Purpose of the Property Finance Exercise:

1. Ensure cost-effective fund raising and the reduction of long lead times resulting from inability to efficiently raise capital as property developers are appointed
2. A mix of local and international finance would be desirable to encourage foreign direct investment;
3. The finance that will be raised is purely to assist the Private Sector participants and the City of Johannesburg will have no role whatsoever in securing or stand as a guarantor for any loans raised;and
4. The City of Johannesburg will interact with future developers in terms of law of contract and will at all times protect its
   interest as any landowner.

Capital Raisers – Capability Requirements:

1. Capital Raisers should have proven experience in fund raising;
2. Entities which have raised a minimum of R500 million previously would have an added advantage and such entities must have a minimum of 51% Black ownership;
3. Demonstration of international networks and linkages will be an added advantage;
4. This is success-fee based opportunity for capital raisers and fees will be payable by the relevant third parties or financier/s. The City of Johannesburg will play no role in fee payment;and
5. The proposed Capital Raisers must be a member of a statutory recognised body,locally or internationally. Sealed applications,indicating how the entity meets the capability requirements and clearly marked PROPERTY FINANCE CAPITAL RAISING,must be placed in the tender box at the Information Desk at the office of the City of Joburg Property Company (Pty) Ltd,by 12:00 on Wednesday 14 March 2007.
