Property professionals involved in the property empowerment charter process have no consensus on scorecards, but are confident a "complete" draft charter will be ready by the June 30 deadline.
The property sector transformation committee, charged with formulating a transformation charter, released its latest draft on Friday.
Although it amended the wording of an earlier draft and contained some new provisions, it had no targets or scorecards.
The committee's chairman, Andi Tondi, said it was "still a working document" and a "lot of changes still need to be made".
"We've been meeting for the last three weeks to discuss the targets and trying to reach consensus. We are almost there.
"There are some things we've agreed on and others that still need to be worked on," said Tondi.
But he would not elaborate which issues needed further debate.
He said the draft of the charter would be delivered to the national public works department at the end of June to meet the deadline.
The charter aims to transform an industry historically dominated by whites by developing measures to increase black participation .
