INVESTEC Property Group's strategic development of the R70 million "The Paddocks at Royal Ascot" in Milnerton has ideally positioned this retail centre to serve the expanding upmarket residential community and its surrounds.
The 9 000m2 shopping centre is set for opening in August this year and is situated on the corner of Otto du Plessis and Racecourse Roads, with excellent exposure and access to the surrounding suburbs of Milnerton, Sunset Beach, Sunset Links, Milnerton Proper, Milnerton Ridge and Royal Ascot itself.
Ollie Flynn of Investec Property Group said: "The Paddocks has been designed and tenanted to complement the Royal Ascot brand, and to provide the up-market convenience retail element so desperately needed in the Milnerton area." It will also cater for the shopping needs of the huge growth areas of Blaauwberg, Big Bay, Parklands, Table View and Atlantic Beach, situated to the north of The Paddocks.
"The popularity of the West Coast has improved greatly over the last few years and will continue to grow," said Charles Rudman of the City of Cape Town's Planning Department, who is responsible for the Blaauwberg region. The larger catchment area of Milnerton, expanding northwards, has shown a 7.25% growth, including the 1 800 new residential units at Royal Ascot. And the areas surrounding Milnerton are fairly established, which further increases Milnerton's popularity as a residential area.
According to Rudman, the southern suburbs' traditionally popular residential areas have reached capacity with a limited supply of homes resulting in extremely expensive prices. As a result, there has been a shift with young, up-and-coming families favouring the Blaauwberg area, including Milnerton. "Another drawcard for Milnerton as a sought-after residential area is its easy access to the wider metropolitan areas, including Bellville and the Cape Town CBD," said Rudman.
The City of Cape Town has identified forward spatial framework planning for the West Coast area as, over the next 30 years, it anticipates further growth of half a million people along this coast. Enhancing the convenience of The Paddocks is its location within visible distance of the two access roads crossing Diep River in a southerly direction - the only two points of entry to the Milnerton area from this direction. It is ideally positioned for commuters using Otto du Plessis, Koeberg and Racecourse Roads.
Architects Bentel Associates International, reputed for their superior retail design, have applied modern contemporary architecture to The Paddocks that is sympathetic to the equestrian theme at Royal Ascot and includes a fully enclosed and air-conditioned mall and food court. The inspiration for the initial concept for this building came from the existing forms and structures such as the parade rings and stables which were originally part of the Milnerton race track.
The building is characterised by the simple square form of the supermarket on the east end and the oval form of the restaurant/entertainment area with its high shop fronts and arched colonnades to allow for views of Table Bay, Table Mountain, the harbour, Robben Island and Rietvlei on the west end.
"The Paddocks will meet the daily convenience needs of the residents with an impressive Super Spar corporate flagship store spanning 2500m2 as anchor tenant," said Flynn. In addition, a 1 000m2 Standard Bank is relocating from its West Coast headquarters to The Paddocks, substantiating Investec Property Group's strategic vision for this development.
