THE Construction Industry Development Board has published a draft code of conduct, which aims to improve the way construction contracts in SA are tendered for, awarded and executed.

The document will guide and regulate the behaviour of all parties involved in construction procurement, including government and construction firms.

The interaction between government and the construction industry has not always been smooth, with the industry complaining that government departments and agencies were inconsistent in their tender requirements.

The board would have authority to conduct inquiries into any breach of the code and to subpoena any person to appear in person or to produce documents relating to an inquiry. The board would also be able to sanction those who breach the code.

"This code of conduct will commit all industry role players, including clients, to a common set of values in their dealings with each other," said the head of the board, Spencer Hodgson.

Carl Grim, a director of the development board and head of construction company Aveng, said the draft code of conduct was only the beginning.

"Hopefully, by focusing the debate, we can highlight problem areas, attempt to set standards, and lift the level of conduct," said Grim. 

Interested parties have until October 1 to submit comments to the board.
