SA Developer partners in Mauritius retail development

Atterbury Developments in partnership with credible and well established Mauritian holding company, ENL Property, has embarked on the task of developing the island’s first regional shopping centre - The Mall of Mauritius at Bagatelle

Bagatelle, a historic sugar estate on the southern border of the Mauritian capital Port Louis, is being transformed into a novel and pioneering metropolis that is destined to become the Indian Ocean’s premier shopping, lifestyle and entertainment destination.   Set on 102 hectares, the new master planned community, which will be created in various phases over a number of years, is strategically situated on the main north-south M1 motorway.

In recent years Mauritius has positioned itself as a prominent offshore financial centre and was recently ranked 24th in the world and first in Africa in the World Bank's Doing Business 2009 report. Mauritius was also rated among the Top 25 global offshore platforms.  As a result many new international companies have appeared on the island and are taking part in the country’s massive development and economic re-engineering process.
“Atterbury has had tremendous experience and success with developing and managing numerous shopping centres around South Africa,” says Cobus van Heerden, director of retail at Atterbury Developments.  “When we looked at the Mauritian scenario at Bagatelle we identified massive opportunity in becoming involved in the required retail hub.  Even though the island houses 1.2 million residents and hosts more than 1 million tourists it does not have a local regional shopping mall!   In addition, Mauritius enjoys a stable economy with a 6% inflation rate and by 2015 tourist numbers are expected to double.”
In contrast to the position that some of the other developers on the island find themselves, Atterbury and ENL Property are in full control of finances to develop and build necessary infrastructure requirements.  As both companies are able to rely on their own independent funds, no government funds are needed.  This automatically speeds up the overall development process.

The location of the Mall is yet another key attraction for a development of this scale.  Within walking distance of the University of Mauritius and close to Moka, one of the island’s most affluent residential suburbs, the site enjoys excellent visibility from the main motorway as well as easy access routes.  In addition, the ‘Pont de Bagatelle’, the Gateway Bridge which is currently in the final stages of construction, will provide access to the development from the M1 motorway and is destined to become an inspirational and sought after landmark that will further attract visitors.

The 10km radius around the Mall of Mauritius is the most densely populated on the island and is home to around 530 000 people which is equal to almost half of the entire Mauritian population. This middle to higher urban income group represents approximately 78% of the Mauritian purchasing power.  The zoned Bagatelle development will not only integrate commercial and office developments but will also include large scale businesses, hotels, residential and civic land components.

The Mall of Mauritius at Bagatelle will reflect a multi-cultural atmosphere, spanning a four century old legacy.  An authentic tropical ‘sense of ease’ will be enhanced by retail zoning.  The zones will be divided yet integrated into sections that include Entertainment & Leisure; Destination Department Stores; Brands & Lifestyle; Family & Convenience; Supermarket with Specialty Food and Beverage Shops as well as an upmarket Lifestyle Food Court with delectable restaurants.

Measuring 40 000m² of ground floor space, this accessible and convenient single storey unit with level on-ground parking, will entice visitors with its magnificent panoramic views as well as its lush landscaped gardens and paved alleys.  In addition the Mall will display phenomenal architecture and design elements that will not only mirror the history of the country but also the vibrant and alluring culture.  The Mauritian environment and climate will also have a meaningful effect on the resultant and overall design elements that will be handled by one of South Africa's leading architectural firms, Boogertman + Partners Architects, in association with local Mauritian affiliates.

“Many of South Africa’s large and credible retailers will be taking up space in the Mall,” says van Heerden.  “The likes of Pick ‘n Pay, Shoprite, Truworths, Mr Price, Dischem, the Platinum Group and Woolworths, have all shown great interest.  We have also been inundated with pleasing enquiries and interest from local Mauritian and International retailers.  As Atterbury is involved in this project for the long haul we are intricately engaged with the asset management of the Mall of Mauritius.  In addition, we have signed up two credible property managers who will be able to continuously look after all tenant requirements.”
