Evian, Switzerland - The first concrete results of the New Partnership for Africa's Development (Nepad) would soon be launched in the form of projects to connect electricity networks in west and north Africa, the Nepad secretariat told the Group of Eight (G8) industrialised nations at its annual summit here yesterday.

The African Development Bank had approved the financing of the Power System Interconnection Project connecting the electricity networks of Nigeria, Togo and Benin, and the Power Interconnection Project connecting the networks of Algeria, Morocco and Spain.

"Implementation will be commencing shortly," the secretariat said in a report entitled Progress and Achievements of Nepad in 2002/03.

The secretariat gave the G8 a short list of high-priority projects it would like funded, selected from the Short-Term Action Plan on Infrastructure prepared with the African Development Bank, regional economic communities in Africa, the World Bank and the European Development Fund. It was published last July.

But despite the announcement of the start of the two energy grid projects, the secretariat complained of the frustration of "virtually no movement" since it published the infrastructure plan.

"There is no visible urgency on the part of the multilateral development agencies and the development partners. Things continue as if there is no crisis," the secretariat said.

Though it appreciated the need for thorough evaluation of projects, if no infrastructure was built, there would be no integration of African economies, no realisation of the tourism potential of the continent and no attraction of investment .

This was why it had decided to fast-track certain high-priority projects from the plan.

The high-priority list included integrating African air-control systems, rationalising cross-border road transport rules, creating regional power pools, the Nile Basin Initiative and the Ground Water Management Programme in the Southern African Development Community.

The secretariat also identified several flagship projects in its Action Plan for the Comprehensive African Agriculture Development Programme to address food insecurity and extreme poverty, especially in southern Africa and the Horn of Africa.

In its report on what it had done over the past year to implement its Africa action plan to support Nepad, the G8 said it had committed $1.7 billion in emergency food aid and $1.4 billion in long-term agriculture and food security assistance for sub-Saharan Africa.

It committed itself to reversing the decline over the past decade in agricultural development assistance and encouraging international institutions such as the World Bank to increase assistance.

It highlighted work done to increase agricultural research, including Japan's support for developing the new Asian-African strain of rice, Nerica.

It also said the Congo Basin Forest Partnership Initiative, which was aimed at promoting the sustainable use of the resources of the largest remaining forest in Africa, had received an estimated €65 million from France, $53 million from the US and €25 million from Germany. - Independent Foreign Service
