Property economist joins Collins's stable.

Well-known property economist and vice chairman of the South African Property Owners' Association (Sapoa) Western Cape region Wendy Hartshorne has been appointed special consultant to Collins Commercial Properties' recently established Private Client Investment Division (PCI).


Property-Housing-ResidentialHartshorne has moved her rooms to Collins's CBD office at 233 Bree Street. Announcing the appointment, Alyce Collins, chief executive of Collins Commercial Properties, said that Hartshorne would "lend considerable expertise and talent to our PCI Division, which had been created to act specifically as advisors to property purchasers and investors".

"Traditionally in South Africa real estate brokers represent the property owners/sellers who pay them a commission, an arrangement which we find often morally awkward when we are approached to find specific properties on behalf of prospective purchasers or investors, very often foreigners, and especially regular clients who rely on us for objective advice. "So we formed the PCI Division to serve private investing clients on a fee basis, locating and researching appropriate properties in the full know-ledge that there will be no conflict of interest which must always be on the mind of a purchaser when he or she knows that the broker is being paid a commission by the seller.

" Hartshorne stressed that the business known as Wendy Hartshorne Consulting cc would continue to operate as independent property consultants from Bree Street. Hartshorne, who is a graduate of both UCT and Unisa and is currently completing a Masters in Development Planning at Stellenbosch University, is a former director of the Broll Property Group. She has consulted numerous private property developers and served as technical adviser to the City of Cape Town and the South Peninsula Municipality regarding the review of their planning processes. She is passionate about the Cape Town Central City area, having originally headed the Steering Comittee leading to the foundation of the Cape Town Partnership. She states without apology her decision to relocate to 233 Bree Street serves to "walk the talk" by investing in the CBD.

"The advent of the PCI Division at Collins introduces a whole new dimension to the conventional property trading environment in that it removes the doubt that often lingers when a property broker represents the seller but is asked by a prospective purchaser to find a specific property. "Under these conditions the purchaser, and particularly one from a foreign country, is naturally never quite certain that he or she has been exposed to all the properties which might meet the required parameters whether it be physical or financial," Hartshorne said.
